The IGS-PandaNet Mail Magazine
IGS-PandaNet is launching a new service, "The IGS-PandaNet Mail Magazine",
starting June 2001!
The IGS-PandaNet Mail Magazine is a new service in which commentaries
given by professionals on games that you, our members, play on the IGS-PandaNet
Internet Go Server (IGS), are sent by e-mail to all
subscribers.
Each month several games will be selected completely at random from the
games played on the IGS-PandaNet. Top Japanese professionals will analyse
them in detail. These commentaries will then be sent to you by e-mail
three times a month (two games with each mailing).

1) How to set PANDA-EGG for Game Commentaries:
If you have not already installed PANDA-EGG Version 3.34d with the Game
Commentary function, please click the URL below and download the setup
program to your computer.

When download is finished, double click egg334d-english.exe and execute
the program to install the PANDA-EGG.

When the setup of PANDA-EGG is finished, please open your browser and

The commentary will begin. Once
you have viewed a commentary, it is stored in PANDA-EGG's "Replay
stored game records," so you can view them again even after disconnecting
from the internet. NOTE: Click on "close commentary" to continue
to the next commentary.
If you wish to subscribe to this service every month, the IGS-PandaNet
Mail Magazine is mailed three times a month, giving a total of six game
commentaries. The subscription fee is only 500 yen a month.

the EGF will hold another seminar for apprentices of certified EGF International
Referees.

NAMT Title Match
NAMT fans,
Due to circumstances beyond our control, we will be unable to present
the Finals of the 2001 NAMT live at the U.S. Go Congress as has been
the custom.
The 2001 NAMT Title Match will be between reigning champion Zhujiu Jiang
and the winner of this year's Challenger Round, his brother, Mingjiu
Jiang. The match is a best of three with the schedule as follows:
Game 1) Friday, 7/13, 7pm EDT (6pm CDT, 4pm PDT)
Saturday, 7/14, 8am Korea/IGS time
Game 2) Saturday, 7/14, 7pm EDT (6pm CDT, 4pm PDT)
Sunday, 7/15, 8am Korea/IGS time
The third game will be scheduled later, if needed.
The games will be played on IGS, as usual. All game records may be found

Tournament Outline
Players participate in either Even Games or Handicap Games.
All contestants will play in a preliminary tournament, and the
top 16
contestants will compete in the final tournament.

Playing Rules (All games must be played on IGS)
Even Games
Time allowance: The time allowance is 10 minutes per side, with
overtime of 25 moves every 15 minutes.
Playing conditions: All games on even, Black gives a komi of
5 1/2.
Color: In the preliminary tournament, the contestants decide
among themselves who takes Black. In the main tournament, this
will be decided by the tournament organizers by drawing lots.
Handicap Games
Time allowance: The time allowance is 10 minutes per side, with
overtime of 25 moves every 15 minutes.
Handicap: The lower-ranked player takes one stone for each rank
difference.
The maximum handicap is nine stones. In games with a difference
of ten ranks or more, the handicap will be nine stones.
Color: The lower-ranked player takes Black. If players are of
the same rank, they decide among themselves who takes which
color in the preliminary tournament; in the Main Tournament,
the tournament office will decide the colors by drawing lots.
Concerning ranks: In the preliminary tournament, handicaps and
colors will be decided in accordance with the ranks of the players
on the day of the game. In the Main Tournament, the tournament
office will decide, in accordance with the players' ranks when
the pairing is decided.

Preliminary Tournament
The participants will play freely among themselves, and must
complete at least six games within the specified period. (You
can't play the same opponent twice.)
Places will be decided by the method described below, and the
top 16 placegetters will qualify for the main tournament.

Points
will be obtained by the following system, and the players will be
ranked in descending order of their points totals.
points = W / N + W * 0.02
(W = number of wins, N = number of games)
- When players have
the same number of points, the player with the greater number of wins
will be ranked higher.
- When the players
are still tied, the player with the higher SOS (sum of opponents' scores)
will be ranked higher.
- When the players
are still tied, the player with more wins with white will be ranked
higher.
- If the players
are still tied, they will be ranked equal.

Main Tournament
The 16 players who win their way through the preliminary tournament will
compete in the main tournament. The draws will be decided by the tournament
office. The days of the games will be decided by consultation among the
players, but must be within the specified period.

Qualifications for Participation
1. Participation is open only to amateurs (professionals cannot compete).
2. Games must be played on IGS.
3. Players must be able to communicate by e-mail.
Participants in the
handicap block must have played 20 or more rated games by August 26 and
had their rank confirmed. (Confirmation is indicated by the * mark.)
Participants in the even block are not required to have their ranks verified,
but they cannot compete with no set rank (NR).
No entry fee.

Given the recent correspondence
about number of games needed to advance, how about this?
Sakai Hideyuki, winner
of the 2000 World Amateur, was recently allowed to turn pro at the Kansai
Ki-in. He needed special permission because he was 28, having just qualified
as a doctor. He's put that career in abeyance until he sees how far he
can reach in the go world. As he'd already beaten a 9-dan in an even game
the special permission was easily forthcoming, but what is really remarkable
about this story is that the Kansai Ki-in decided his grade would be set
on the basis of games played publicly on the internet.
He has won his first
two games with Black against Hasegawa Hiro 5-dan, which qualifies him
to be 3-dan. He now plays two more games with Black next week against
Nakano Yasuhiro 7-dan. If he wins those he starts as 5-dan. Since he has
also just beaten Oya Koichi 9-dan on evens to win the 2nd Phoenix Cup
it would be rash to bet against him.
What I find truly
remarkable about the procedure is that pros are willing to set a very
high grade on the strength of a couple of games against a not very prominent
pro.
